Description
The Autonomous City of Buenos Aires (CABA) has requested financing from the Inter-American Development Bank (IDB) for the execution of the "Digital Agenda of the Buenos Aires Health System" and intends to use a part of the funds for consulting services contracts. This call for the Expression of Interest, coordinated by the Ministry of Health of the City of Buenos Aires, invites eligible consulting firms to submit their qualifications for the development of technological solutions applied to public health.
Scope of the consultancy
- Technological solution: Design, development and implementation of a comprehensive computer tool for the management and visualization of capitas for Health and Community Action Centers (CeSAC).
- Patient management: Optimization of population classification, initial assignment and dynamic redistribution of patients between general practitioners and health centers under equitable and transparent rules.
- System components: Development of automatic classification modules (based on activity rules, georeferencing and coverage), patient balancing processes and real-time consultation panels for clinical and administrative profiles.
- Digital ecosystem: Guarantee the technical and functional interoperability of the new platform with the digital health systems already existing in the jurisdiction.
- Sustainability: Implementation of a comprehensive training plan for health teams and formal transfer of technical knowledge to IT personnel.
- Qualification and selection requirements
Technical Profile of the Firm: Interested consultants must provide institutional documentation that reliably demonstrates their operational capacity, relevant experience in software projects, and the qualifications required for the success of the service.
- Consortia and alliances: The application of individual or associated firms is allowed under the Joint Venture modality, as well as the inclusion of subcontractors to strengthen the profile of the proposal.
- Shortlist: Expressions of interest will be evaluated in accordance with the procedures established in the IDB's Consulting Policies to consolidate a shortlist of a minimum of five (5) and a maximum of eight (8) eligible firms.
