Description
The Republic of Ecuador, through the Development Bank of Ecuador B.P. (BDE B.P.), has requested financing from the Inter-American Development Bank (IDB) under the Investment Program for Drinking Water and Sanitation. This consultancy is essential for the technological transformation of the institution, aimed at eliminating the obsolescence of its core systems and the dependence on manual processes. The project seeks to evolve towards an agile development bank, with total traceability and efficiency in the management of strategic information for the public sector.
Scope of the consultancy
The service, funded under the Water and Sanitation sector, focuses on the development of software and organizational strategy:
Software Development: Redesign of the banking core and strengthening of integrations with the CGWEB ERP and the Internexus framework (preferably in .NET Core).
Automation: Systematization of the operating cycle (credit, portfolio and accounting) to replace the use of spreadsheets with automatic processes.
Change Management: Implementation of an organizational culture strategy to ensure the effective adoption of the new operating model by human talent.
Quality and Security: Execution of functional and security tests under OWASP standards and agile or hybrid methodologies.
Qualification Requirements
The selection is governed by IDB policies. The key criteria are:
Experience: Accrediting core banking modernization and change management projects in the last 10 years, ideally in public or development banking.
Technical Capacity: Experience in complex migrations and technology stack (.NET Core, SQL Server/Oracle).
Budget and Term: Reference amount of USD 1,200,000.00 and a term of 548 days.
Short List: Between 5 and 8 firms will be pre-selected. Joint venture partnership is allowed.
