Supervision for the consultancy of evaluation, diagnostic and definitive design studies of the drinking water, sanitary and rainwater sewerage systems of the city of Nueva Loja and Puerto Rico community, Lago Agrio canton, province of Sucumbío

Description

The State Bank of Ecuador has received financing from the Inter-American Development Bank (IDB) for the Investment Program for Drinking Water and Sanitation in Ecuador. The purpose of this call is to select a consulting firm to carry out the inspection, supervision and technical control of the consultancy in charge of the diagnosis and final designs of the drinking water and sewerage infrastructure in the Lago Agrio canton.

Scope of the consultancy
- Control and surveillance: Supervision of faithful and strict compliance with contractual clauses, terms of reference and applicable technical standards to guarantee the efficiency of the consulting process.

- Phases of the service: The development of the inspection activities will be carried out in a manner linked to the main consultancy in two stages: Phase 1 (Pre-Feasibility and Feasibility) and Phase 2 (Final Designs).

- Regulatory compliance: Technical control based on the Ecuadorian Construction Code, ACI standards, INEN concrete control guides, as well as national and international hydraulic and electrical codes.

- Execution period: The period established for the development of the consultancy is 540 days, counted from the day following the written authorization of initiation.

Qualification Requirements
- Signature experience: Proven track record (individually or in consortium/APCA) in the preparation, development of studies or supervision of drinking water, sanitary and storm sewerage projects, executed and concluded in the last fifteen (15) years.

- Technical support documentation: Presentation of final delivery-receipt minutes of the previous declared projects, detailing the object, amount of the contract, execution dates and contact details of the contracting entity.

- Legal information: Provision of the letter of expression of interest and identification documentation of the firm or association (company name, date of incorporation, modifications and legal representation).

- Partnerships: Consulting firms may associate under the Joint Venture or APCA modality to improve their ratings, and must appoint a representative firm.
