Description

The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to design, pilot and deploy a model of focused criminal prosecution aimed at prolific adolescent offenders, specifically in violent robbery crimes. The objective is to combine strategic judicial action with psychosocial assessment and inter-institutional referral mechanisms to address the criminal phenomenon in a comprehensive manner.

1. Diagnosis and collection of information
The consultancy will establish the technical basis of the model through an in-depth analysis of the context:

2. Model design and referral mechanisms

Structure of the model: Definition of the operational components, technical criteria for identifying prolific offenders, and protocols for action by the Public Prosecutor's Office.

Programmatic articulation: Design of referral mechanisms that allow adolescents to be linked to the relevant programmatic offer, based on previous psychosocial evaluations.

3. Piloting in the Metropolitan Region and scaling
The project contemplates an empirical validation phase before its expansion:

Pilot implementation: Technical support in the implementation of the model in the Metropolitan Region, focusing preliminarily on adolescents with complaints in the category of "Robbery".

Evaluation and improvement: Monitoring of the pilot's performance to formulate technical adjustments, ensure its operational viability and establish the parameters for its subsequent scaling up at the national level.
