Description
Suriname, through the Ministry of Foreign Affairs, International Business, and International Cooperation, has requested financing from the Inter-American Development Bank (IDB) for the "Foreign Investment and Export Promotion Program". This notice invites eligible consulting firms to submit Expressions of Interest (EOI) for the preparation phase of a Virtual One-Stop-Shop (OSS) for Investment Facilitation.
Scope of the assignment
Main objective: Establish the operational, legal, and technical foundations required for a future Virtual One-Stop-Shop (OSS) for Investment Facilitation in Suriname.
Key deliverables: Consolidation of outputs into a coherent OSS Blueprint and procurement-ready implementation package, encompassing governance structures, legal/regulatory screening, process harmonization, and data governance.
Duration & exclusions: The contract period is 6 months. The scope strictly excludes software coding, platform development, IT procurement, pilot operations, or go-live deployment.
Qualification requirements and experience
General experience: A minimum of eight (8) years delivering digital government, single-window, service modernization, or multi-agency public-sector reforms.
Specific assignments: At least three (3) comparable completed assignments within the last ten (10) years involving regulatory screening, process re-engineering, and technical requirements for digital platforms (with at least one project financed or supervised by a multilateral development bank).
Legal and language capacity: Familiarity with civil-law administrative systems, alongside sufficient Dutch-speaking capacity within the team to facilitate stakeholder workshops and legal drafting in Suriname.
EOI format: Expressions of Interest must not exceed 25 pages and must include a signed Letter of Interest, firm profile, summary of similar assignments from the last five (5) years, and proof of legal status. Individual CVs of Key Experts are not required at this stage.
Selection and submission
Selection method: The selection will follow the Quality- and Cost-Based Selection (QCBS) method under IDB Consultant Policies to establish a shortlist of 5 to 8 eligible firms.
Associations & modality: Firms may associate as a Joint Venture or hire subconsultants to enhance qualifications. Electronic submission of Expressions of Interest is permitted.
