Description
The Inter-American Development Bank (IDB), through its Andean Group Countries Department (CAN), is seeking to hire a consulting firm to deepen knowledge about the socioeconomic impact of mining activity. Given the growing global demand for critical minerals, the project focuses on understanding how natural resource extraction influences economic growth, education, and health, both nationally and subnationally, in Bolivia, Colombia, Ecuador, Peru, and Venezuela.
1. Strategic and contextual framework
The consultancy is part of an institutional agenda that seeks to balance the pressure on critical materials with territorial development:
Impact Diagnosis: Analysis of the tangible consequences of mining, documenting the improvements experienced in Andean mining regions and their contribution to tax revenues.
Multidimensional approach: Special emphasis on the impact on health and education indicators, and how these sectors react to the economic dynamics of extraction.
Local vision: Establishment of a direct dialogue with local counterparts to integrate the territorial perspective in the analysis of socio-economic impacts.
2. Design and development of the knowledge agenda
The firm will act as a technical arm for the generation of robust evidence:
Identification of topics: Holding meetings with key actors to determine priority areas for research.
Study proposals: Development of three detailed research proposals that address the impacts of mining under different territorial contexts.
Coordinated implementation: Joint work with CAN's economic team for the execution of the studies, ensuring methodological rigor and strategic alignment.
3. Dissemination and capacity building
The project seeks to translate the knowledge generated into tools for decision-making:
Transfer of results: Strategy for communication and dissemination of findings among member countries and actors in the sector.
Programming support: The studies will serve as the basis for country strategies and the negotiation of future Bank financing programs in the region.
