The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to strengthen the commercial capacity of the Financiera de Desarrollo Nacional (FDN) in Colombia. The objective is to consolidate its sustainable infrastructure line by designing sectoral business plans and creating innovative financial mechanisms that mobilize capital towards projects aligned with the green taxonomy and climate change objectives.

1. Market intelligence and customer prospecting

- Market validation: Assessment of the current situation, available amounts and resource mobilization needs.

- Client portfolio: Generation of a database of potential clients for the structuring and financing of projects under the FDN taxonomy.

2. Structuring of sectoral business plans
Methodological tools will be developed for the strategic positioning of the entity:

- Methodological guide: Formulation of a standard framework for the preparation of business plans adapted to the internal processes of the FDN.

- Sectoral application: Definition of at least 3 specific business plans for sectors with high potential for sustainability impact.

3. Blended Finance Strategies
The project seeks to optimize the use of public and private resources to improve the viability of projects:

- Analysis of mechanisms: Evaluation of strategies such as Blended Finance and similar schemes that facilitate the structuring of sustainable projects.

- Roadmap: Design of a detailed implementation plan to integrate these strategies into the operation of the FDN's sustainable line.
