Description

The Inter-American Development Bank (IDB), in collaboration with CONAF and the Agency for Sustainability and Climate Change (ASCC-CORFO), is seeking to hire a consulting firm to develop a comprehensive strategic plan. The objective is to encourage forestry development and sustainable management of public and private forests in the Los Lagos Region, Chile, integrating the efforts of the public and private sectors under a framework of sustainability and climate resilience.

1. Participatory and sectoral diagnosis
The consultancy will begin with a critical survey of information under a territorial and multidimensional approach:

Industrial analysis: Carrying out a diagnosis that includes the value chain, competitive forces, critical success factors and fragmentation dynamics of the forestry sector.

Inclusion and governance: Explicit incorporation of gender and indigenous peoples' approaches in all stages of diagnosis and participation.

Stakeholder Validation: Design of a participatory process with key stakeholders to identify specific social, economic, cultural, and environmental challenges in the region.

2. Formulation of the strategy and action plan
A roadmap with defined time horizons and clear implementation mechanisms will be developed:

Strategic planning: Development of a strategy for sustainable management aligned with national policies and regional and communal planning instruments.

Roadmap: Preparation of a short-, medium- and long-term Action Plan, validated by sectoral stakeholders.

Management model: Proposal of a governance model and monitoring indicators to ensure the operationalization of the strategy at the regional, provincial and local levels.

3. Products and Transfer of Information
The results of the project will be delivered in formats adapted to different levels of decision-making:

Technical documentation: Detailed reports for specialist organisations and a synthesis executive document for regional authorities.

Digital assets: Delivery of cleaned digital databases for the operational use of the client institutions.
