Description
The Inter-American Development Bank (IDB), in a strategic alliance with the National Forestry Corporation (CONAF) and the Agency for Sustainability and Climate Change (ASCC-CORFO), is calling on consulting firms specialized in the forestry sector to design, process and monitor a pilot project for sustainable forest management in Chile. The consultancy will be structured around two parallel components: the legal formulation of a Management Plan for 2,500 hectares of native forest and the analytical record of operations operated by third parties.
Component 1 — Management Plan (PdeO) and technical design
- Territorial planning: Structure the plan on 2,500 net hectares of native forest (provided by local landowners' organizations), which will cover at least three forest types distributed in 50 substands of 50 hectares each.
- Precision forest inventory: Design and execute an inventory in the field that includes 150 statistical plots (3 plots per substand) with 1x1 m regeneration subplots. Processing in the office must calculate indicators of density, basal area, standing volume and health status.
- Structure of the inventory team: The survey will be led by a Forest Engineer (Project Director), supported by a Technical Supervisor in the field and two operational crews of inventors.
- Advanced aerial mapping: Generate high-resolution orthophotographs using aerophotogrammetric flights with drones (resolution close to 15 cm per pixel). The use of generic images from platforms such as Google Earth, Esri or Bing is expressly ruled out due to lack of technical precision.
- Legal authorization and funds: Integrate the background to prepare the Management Plan under the regulatory framework of Law 20,283, process its approval before CONAF and enter the instrument into the Competitive Fund for the Conservation, Recovery and Sustainable Management of the Native Forest.
Component 2 — Systematic Record of Pilot Activities
- Technical observation role: The consulting firm will not execute tasks directly; Its function is strictly limited to the observation, performance control, cost analysis and recording of the processes operated by third parties throughout the value chain.
- Production Line Monitoring: Evaluate the technical alternatives and economic variables of three product matrices:
- Sawn products: Costs of log production, logging, storage, drying and logistics of distribution to the customer.
- Firewood products: Operating costs and income from the sale of processed firewood as a main product or by-product.
- Biofuels: Efficiency and costs of chipping, drying and transporting chips to power plants.
- Daily data intelligence: Collect data in the field through standardized forms through a Technical Supervisor dedicated exclusively to this task, feeding a daily database shared and standardized with the IDB and CONAF.
Governance, coordination and delivery of inputs
- Bilateral Technical Committee: Actively participate in periodic coordination, supervision and validation meetings with the project's Technical Committee (made up of specialists from the IDB, CONAF and ASCC-CORFO).
- Transfer of information: CONAF will deliver to the consultant the base cadastre, the preliminary cartography and the available property history, with the firm being empowered to request clarifications or propose methodological improvements by consensus.
- Time planning: Deliver as an initial milestone a detailed Gantt Chart that defines deadlines, delivery milestones, economic allocation per stage and the estimated dedication in person-hours for each profile of the technical team.
