Description
The Government of the Republic of El Salvador, through the Central Reserve Bank (BCR), has requested financing from the Inter-American Development Bank (IDB) for the Program for the Strengthening of Economic Statistics. This tender aims to lease a specialized vehicle fleet for the deployment of the Economic Cartography 2026 project. The availability of these mobile resources is critical for the technical teams to be able to cover the national territory in an exhaustive manner, ensuring the updating of the country's sampling frames and economic data infrastructure.
Scope of supply
The service is part of the State Reform/Modernization sector and includes the following technical requirements:
Required Fleet: Lease of up to 219 4x4 double-cab pick-up vehicles, including motorcyclist.
Territorial Distribution: The vehicles will be distributed in the five zones of the country (Occidental, La Libertad, San Salvador, Paracentral and Oriente). It is allowed to bid totally or partially by region.
Vehicle Specifications: Models year 2020 onwards, with capacity for 5 people, 4 doors and diesel or gasoline engine.
Service Term: Period of up to 60 calendar days, with availability of up to 7 days per week, according to the start order issued by the service administrator.
Qualification Requirements
The tender is governed by the Special Law of Statistics and Censuses and the contracting procedures of the BCR. Interested parties must comply with:
Legal Requirements: Presentation of the NIT of the legal entity, DUI of the legal representative, notarial act against money and asset laundering, and the list of shareholders and final beneficiaries.
Financial Capacity: Economic offers must be submitted in the "VAT Exempt" modality in accordance with Article 57 of the aforementioned law.
Guarantee: It is mandatory to submit a Statement of Maintenance of the Offer together with the proposal.
Opening Process: Bids will be received via email and the opening will take place in a virtual meeting on May 5, 2026. No margin of preference is granted to national contractors.
