Consultancy for the preparation of the completion report of projects PE-L1261 "Reform Programme in Support of Economic Reactivation and Competitiveness" and PE-L1283 "Reform Programme in Support of Economic Reactivation and Competitiveness II"

The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to prepare the Project Completion Report (PCR) for two strategic operations in Peru. The objective is to document the results achieved with methodological rigor, evaluate institutional performance and extract lessons learned that serve as a basis for future interventions in terms of competitiveness and economic reactivation.

1. Performance evaluation and methodological rigor
The consultancy should analyse the success or failures of projects based on verifiable evidence:

Evaluation criteria: Analyze the relevance, effectiveness, efficiency, and sustainability of the reforms implemented, as well as the performance of the IDB and the Borrower.

Indicator analysis: Calculate the indicators of general and specific objectives according to the Monitoring and Evaluation Plan, including contribution analysis through comparisons between benefit and control groups.

Economic efficiency: Prepare an ex post cost-benefit analysis that technically supports the use of the financial resources used.

2. Systematization of lessons learned
A critical component of the report is the identification of strategic findings:

Analysis dimensions: Draw lessons in the technical, organizational, fiduciary, and risk management domains, consulting with key actors and counterparts.

Documentation: Compile and organize all supporting information, ensuring traceability of sources and consistency of technical annexes.

3. Coordination and final products
The firm will work in an integrated manner with the Bank's specialists to ensure the quality of the product:

Draft PCR: Preparation of the document strictly following the IDB's standard guidelines and formats.

Validation: Incorporate feedback from executing agencies and the Bank's team, managing the delivery of impact assessment reports and documentation checklists.
