Acquisition of infrastructure security equipment (Next Generation Firewall (NGFW), Web Application Firewall (WAF), Security Event Management and Analysis Platform, Data Vault)

Description

Honduras, through the Honduran Customs Administration (ADUANAS), has financing from the Inter-American Development Bank (IDB) for the "Program for the Institutional and Operational Strengthening of the Customs Administration". This call for International Public Bidding (IPL) invites eligible bidders to submit closed bids for the acquisition and implementation of specialized cybersecurity and backup equipment.

Scope of supply
Main objective: Acquisition and integration of technological equipment for infrastructure security and data protection, including:

Next Generation Firewall (NGFW).

Web Application Firewall (WAF).

Security event management and analysis platform.

Database firewall.

Data vault for backup and operational continuity.

Qualification Requirements and Conditions
Regulatory framework: International Public Bidding (IPL) conducted in accordance with the IDB's Policies for the Acquisition of Works and Goods.

Evaluation criteria: Comprehensive compliance with the parameters of technical capacity and financial solvency established in the Request for Bids Document.

Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).

Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.

Management and submission of bids
Access to the rules: The specifications in Spanish will be sent by email upon written request, or can be downloaded directly from the portals of HonduCompras and the Honduran Customs Administration.

Delivery method: Bids must be delivered physically and in a sealed envelope at the headquarters of the Government Civic Center in Tegucigalpa. Electronic bids will not be allowed. The public opening ceremony will allow both face-to-face and online participation.
