Consulting for the implementation and deployment of the Federal Public Safety Relief Fund Management (FASP) platform

Description

The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to continue the development and implementation of the national digital platform for the management of FASP funds. The project aims to ensure the traceability, efficiency and auditing of the complete cycle of federal resources allocated to public safety, working in collaboration with the SESNSP and the Digital Transformation and Telecommunications Agency (ATDT).

1. Validation and strengthening of the existing system
The consultancy will begin with a technical evaluation of the modules already developed (budget, call and agreement):

- Technical audit: Analyze the architecture, source code, data integrity and technical documentation under the guidelines of the ATDT.

- Functional optimization: Adjust requirements and business rules to ensure that the transition to the new phases is smooth and without operational gaps.

2. Development of new modules and operability
The fund management cycle will be completed through the development and integration of critical functionalities:

- Complete cycle: Design and implementation of the monitoring, verification, surveillance and budget closure modules.

- Interoperability: Ensure that new developments integrate seamlessly with existing modules, complying with security, maintainability and operational continuity standards.

3. Training and knowledge transfer
The project ensures the sustainability of the platform by strengthening institutional capacities:

- Technical training: Implement training and accompaniment processes for the staff of the Executive Secretariat and state liaisons.

- Documentation: Preparation of updated functional and technical manuals that allow the independent operation and long-term support of the system.
