Description
The Inter-American Development Bank (IDB) is calling on consulting firms to design a multidimensional Terrestrial Connectivity Index (ICT). The objective is to structure an analytical tool that allows measuring, comparing and interpreting the degree of connection of South American countries through their integration corridors and border crossings, facilitating the prioritization of public investments.
1. Conceptual framework and dimensions of the index
- Multidimensional approach: Integration of key variables and indicators grouped into essential dimensions: road infrastructure, logistics transport efficiency, territorial accessibility and institutional coordination for the facilitation of crossing.
- Data strategy: Design of a model for the collection, harmonization and periodic updating of data. It includes the collection of secondary sources (national and international statistics) and primary sources through consultations with key informants of the system.
2. Pilot Application and Calibration (Phase 1)
Test corridors: Testing and empirical validation of the methodological design through a pilot application in three specific corridors: São Paulo–Buenos Aires (Argentina-Brazil), Buenos Aires–Santiago (Argentina-Chile) and Bogotá–Quito (Colombia-Ecuador).
- Technical calibration: Analysis of the results of the field test to calibrate the tool, ensure data quality and ensure comparability of the index over time.
3. Sustainability and future scaling
- Institutionalization: Delivery of definitive methodological guidelines and governance guidelines that facilitate the adoption of the index by public agencies and promote regional technical dialogue.
- Bases for expansion: Definition of a proposal of technical criteria and a conceptual roadmap to prepare a second phase (outside the scope of this contract) aimed at scaling up the ICT to all corridors in South America.
