Description
The Dominican Republic has received financing from the Inter-American Development Bank (IDB) for the Program to Strengthen Civil Service Management in the Dominican Republic. The Ministry of Public Administration (MAP) invites eligible consulting firms to submit their expressions of interest for the development of an AI-powered platform. The objective is to provide automated legal consultation services through a cutting-edge architecture, facilitating access to institutional information and optimizing internal legal processes under the BOT (Build-Operate-Transfer) model.
Scope of the consultancy
The services are located in the State Reform/Modernization sector and include:
AI Platform Development: Construction of a web interface and a conversational assistant based on large-scale language models (LLM).
RAG Architecture: Implementation of Augmented Generation by Recovery using a vector database and the MAP's own documentary corpus.
BOT Model: The selected firm will be responsible for building, operating for an initial period and transferring the complete platform to the Ministry.
Budget and Term: The estimated value is USD $200,000.00, with a contract duration of 24 months.
Qualification and Process Requirements
The selection will be made under the Quality-Based Selection (QS) method, in accordance with IDB policies (GN-2350-15). The key requirements are:
Seniority: The leading firm must prove at least 3 years of experience in the market.
Specific Experience: Prove a minimum of two (2) executed projects of conversational assistants with RAG architecture on document repositories (chatbots based on decision trees will not be accepted).
Technical Capabilities: Demonstrate expertise in the complete pipeline of ingestion, chunking, embedding generation and retrieval with appointments.
Short List: A list of between five (5) and eight (8) qualified firms will be formed, with diverse geographic representation.
Presentation: Expressions of interest can be submitted in person in Santo Domingo or via email.
