Description
The Dominican Republic has received funding from the Inter-American Development Bank (IDB) for the Program to Support the Transparency and Integrity Agenda in the Dominican Republic. Under this framework, the Office of the Comptroller General of the Republic (CGR), in its role as co-executing agency, invites eligible consulting firms to submit their expressions of interest for the provision of diagnostic, evaluation and audit services of their mission processes. This project seeks to raise the levels of institutional maturity and ensure the effectiveness of controls under national and international standards.
Scope of the consultancy
The services are focused on the State Reform/Modernization sector and include:
- Diagnosis and Evaluation: Gathering information on the current state of the design and implementation of the internal control components.
- Regulatory Frameworks: Application of international standards (COSO 2013, NIA/ISSAI) and national regulations (NOBACI, ICI Internal Control Index).
- Action Plan: Design and development of the necessary elements for the implementation of the institutional internal control model and the strengthening of independent auditing.
Qualification and Process Requirements
- The selection will be carried out under the Quality and Cost Based Selection (SBCC) method, in accordance with IDB policies (GN-2350-15). The main requirements include:
- General Experience: Minimum of 5 years in auditing and evaluation of internal control processes.
- Specific Experience: To accredit at least one project in the last 10 years that includes governmental or external audits under the COSO framework or equivalent national adaptations.
- Headquarters and Nationality: The firm must be based in the Dominican Republic or in an IDB member country. The formation of partnerships (Joint Venture) is allowed to improve qualifications.
- Short List: A minimum of five (5) and a maximum of eight (8) firms will be selected, with diverse geographical representation (maximum two firms per country).
- Presentation: Expressions of interest must be submitted in writing, either physically at the headquarters of the CGR in Santo Domingo or digitally.
