Description
The Inter-American Development Bank (IDB) is looking to hire a consulting firm to support Paraguay in the generation of a new alternative fuel (Waste-Derived Fuel - CDR). The project aims to replace current industrial biomass with a solid fuel from urban pruning waste (UPR), under a circular economy logic that strengthens resilience to climate change.
1. Strategic objectives and energy recovery
The consultancy focuses on the technological and operational validation of self-sustainable management systems:
Conversion to RDF: Test and secure the technology needed to transform pruning waste into an energy-efficient opportunity.
Operational optimisation: Evaluate the drying curves required for the RDF and ensure the functionality of the logistics centre (CELBIO).
Waste management: Improve the separation of urban solid waste at source and reduce the accumulation of unmanaged pruning in the metropolitan area of Asunción.
2. Social acceptability and inter-institutional collaboration
A critical component is to ensure that the system is adopted by all actors in the chain:
Formal and informal generators: Achieve the consensus and participation of municipalities, ANDE contractors and "carriteros" (social economy sector).
Industrial consumers: Ensure that the RDF produced meets the standards required by industries that currently consume traditional biomass.
Training: Develop knowledge transfer programs and operational manuals for technical personnel and collectors.
3. Scope of services and sustainability
The consulting firm must carry out a multidisciplinary analysis to guarantee the viability of the prototype:
Legal and financial analysis: Evaluate national and international regulations and design strategies that ensure long-term operational profitability.
Action plan: Develop a detailed implementation strategy with timelines, budgets, and environmental impact monitoring mechanisms.
Public consultation: Facilitate workshops with local authorities and representatives of the bioenergy industry to incorporate suggestions into the final design of the system.
