Description

The Inter-American Development Bank (IDB) is seeking a specialized consulting firm to design, coordinate, and execute a comprehensive technical study tour and capacity-building program in the Republic of Korea. The initiative aims to strengthen institutional Building Information Modeling (BIM) capacities for public sector representatives from Latin America and the Caribbean, accelerating the implementation of national BIM pilot projects.

1. Core objectives and geographic scope
Capacity building: Transforming institutional knowledge by exposing public officials to advanced Korean BIM methodologies, digital construction workflows, and national implementation strategies.

Knowledge transfer: Establishing a structured exchange ecosystem between South Korean infrastructure experts and regional stakeholders to optimize project lifecycles.

Target beneficiaries: Technical coordination and strategic support tailored for approximately 15 participants from participating countries, including Costa Rica, Panama, Peru, Colombia, and the USA.

2. Technical program components in South Korea
The firm must design an intensive agenda providing at least one full week of effective technical sessions, which must include:

Policy and institutional briefings: Comprehensive overviews of South Korea’s national BIM frameworks, institutional roadmaps, and regulatory implementation lessons.

Advanced technology site visits: On-site inspections of active infrastructure facilities utilizing cutting-edge digital twins, smart construction automation, robotics, and advanced BIM tools.

Applied learning and workflows: Practical demonstrations of collaborative platforms, data interoperability, and specialized engineering workflows.

Trilingual technical liaison: Provision of an expert technical liaison accompanying the delegation throughout the tour, capable of resolving complex engineering questions and fluent in English, Spanish, and Korean.

3. Logistical and operational management
The selected firm will operate under a full-service modality, taking direct responsibility for the execution, synchronization, and payment of all logistical aspects, including:

International and domestic transit: Booking and managing round-trip international flights and local ground transportation between hotels, venues, and site visits.

Hospitality and coordination: Arranging hotel accommodations, catering, daily meals, and venue rentals for lectures or specialized workshops.

Translation services: Securing professional interpretation services during all formal meetings, institutional presentations, and field visits.

4. High-level conference integration and timeline
Target timeline: The study tour is explicitly scheduled to take place during the week of September 14, 2026.

GICC alignment: The firm must align the agenda to ensure participant attendance for at least one day at the Korea Global Infrastructure Cooperation Conference (GICC) in mid-September.

Agenda customization: Prior to departure, the firm will refine the itinerary based on technological priority data and transport interests provided by the IDB and beneficiary countries.
