Description
The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to design a comprehensive water resilience strategy in the Atoyac River Sub-basin (RH20A). The project focuses on the use of Nature-based Solutions (NBS) to mitigate climate risks in the 125 municipalities of the region, strengthening sustainable development and the connectivity of green areas.
1. Diagnosis and risk analysis
The consultancy will carry out an in-depth characterization of the water resources of the sub-basin, identifying climate challenges and risks with projections to 2030 and 2050. This diagnosis will serve to prioritize the needs of the micro-watersheds and urban areas of the Metropolitan Area of Oaxaca (ZMO).
2. Nature-based solutions (NBS) strategy
A technical and investment instrument will be developed that includes:
NBS identification: Selection of natural solutions (such as artificial wetlands, riparian reforestation or urban green infrastructure) with high risk containment potential.
Lines of Action: Definition of clear goals, institutional coordination guidelines for management and maintenance, and an investment plan for scalability.
Urban Approach: Solutions that promote active mobility, thermal comfort and resilience in public spaces.
3. Pilot projects and capacity building
The project ensures knowledge transfer and applicability through:
Demonstration Projects: Definition of at least 3 priority projects with replicable models in other areas of the sub-basin, including strategic advice for 3 months.
Participatory Training: Face-to-face programs aimed at key actors of the Oaxaca government and local communities to ensure the adoption of the strategy.
Governance: Multi-stakeholder validation processes and monthly follow-up meetings with state authorities to ensure territorial legitimacy.
