Description

The Inter-American Development Bank (IDB), in coordination with the Government of the State of Oaxaca, is seeking to hire a consulting firm to design a comprehensive strategy to mitigate climate and water risks in the Atoyac River Sub-basin (RH20A). The project focuses on the use of Nature-based Solutions (NBS) to strengthen the resilience of the 125 municipalities that make up the sub-basin.

Key points of this consultancy:

1. Diagnosis and territorial scope
The analysis covers the entire sub-basin, prioritizing the Metropolitan Area of Oaxaca (ZMO) but with an impact on rural areas upstream. Critical challenges such as water stress, floods and biodiversity loss will be identified, assessing their environmental, social and risk dimensions.

2. Design of technical and investment instruments
The firm must develop tools that facilitate the implementation of NBS, under the following criteria:

Urban Areas: Projects that integrate active mobility, connectivity of green areas, accessibility and thermal comfort in public spaces.

Climate Resilience: Proposals aimed at the adaptation of cities and the protection of the ecosystem services of the basin.

Investment Portfolio: Identification of financial mechanisms to execute the proposed solutions.

3. Participatory process and training
The methodology calls for a multi-stakeholder validation approach:

Face-to-face Workshops: Carrying out participatory processes mostly in the ZMO to integrate local information and validate the proposals.

Capacity Building: Face-to-face training programs for officials and strategic actors in the sub-basin.

Institutional Coordination: Monthly follow-up meetings with the Government of Oaxaca to ensure alignment with state policies.
