Description
Prequalification for the contracting of a concession contract for the purpose of granting a concession for the concessionaire, at its own risk, to carry out all the activities necessary for the financing, detailed studies and designs, execution of the works, operation and maintenance of the project and the reversion of the infrastructure corresponding to the L2MB, as well as the financing, design, installation, supply, testing, commissioning, operation, replacement, maintenance and reversion of rolling stock and metro-rail systems and the provision of the public passenger rail transport service in Bogotá, through the L2MB
Empresa Metro de Bogotá S.A. has received financing from the Inter-American Development Bank (IDB) for the megaproject of Line 2 of the Bogotá Metro (L2MB). Interested companies are invited to participate in the prequalification process for a comprehensive concession contract under the concessionaire's "account and risk" modality.
This project has an unprecedented multilateral co-financing structure, which includes the IDB, the World Bank (IBRD), the Development Bank of Latin America (CAF), the European Investment Bank (EIB), as well as the National Government and the Capital District of Bogotá.
The prequalification requirements require a very high level of technical and financial capacity:
- Technical Experience: Demonstrate track record in civil works of tunnels, integration of metro-railway projects, design, installation of tracks, and supply of rolling stock with automatic train control systems.
- Financial Capacity: Minimum net worth of USD $1,200,000,000 (value as of Dec/2021) and a controlled debt ratio (maximum 0.9 for financial / 0.85 for non-financial).
- Project Financing: Prove experience in the linking of private capital in infrastructure for an accumulated amount of at least USD $2,000,000,000.
