Description
The Republic of Paraguay, through the Ministry of Public Works and Communications (MOPC), has requested financing from the Inter-American Development Bank (IDB) for the Bañado Sur Rehabilitation and Housing Program in Asunción (Tacumbú neighborhood). This emblematic project seeks the urban and social transformation of the area through the creation of the New Bañado Tacumbú Neighborhood (NBBT), guaranteeing dignified and sustainable housing solutions.
The objective of the consultancy is to hire a firm or consortium to carry out the comprehensive inspection of the construction of 1,500 sustainable social housing units (both single-family and multi-family). These works are distributed in 9 lots and require rigorous supervision to ensure technical quality, compliance with deadlines and compliance with the IDB's environmental and social policies.
Consulting services include:
Technical review: Adjustment of the executive projects that will serve as the basis for the construction companies in the 9 lots.
Supervision of civil works: Supervision of construction, including structures and installations of drinking water, sewage, rainwater and electricity.
Land control: Supervision of the filling, profiling of lots and topographic and geotechnical studies.
ASSS Management: Supervision of environmental, social, health and safety aspects and occupational hygiene throughout the execution.
Reception of works: Final inspection for provisional and final acceptances, in addition to the approval of the Operation and Maintenance Plan.
For the formation of the short list (5 to 8 firms), the MOPC will evaluate the experience in similar services and the financial strength of the interested parties. Firms can join forces to strengthen their ratings. Expressions of interest must be submitted no later than 09 April 2026.
