Description
The Dominican Republic, through the Ministry of Tourism (MITUR), has financing from the Inter-American Development Bank (IDB) for the "Sustainable Coastal Management Project". This call invites eligible consulting firms to submit their expressions of interest for the development of infrastructure and protection of the coast.
Scope of the consultancy
Main objective: To develop executive designs for coastal-marine engineering, beach management and tourism infrastructure to mitigate erosion, reduce vulnerability and strengthen climate resilience.
Technical Focus: Integration of Grey Solutions and Nature-Based Solutions (NBS).
Geographical scope: Intervention in 5 prioritized beaches (Andrés, Boca Chica, Playa Bonita, Punta Poppy and Los Pescadores) distributed in two execution lots.
Experience and qualification requirements
Interested firms (individual or in APCA consortium) will be evaluated to form a short list of 5 to 8 candidates. They must prove the following minimums:
General experience: At least 10 years in feasibility studies for Sustainable Integrated Coastal Management in Latin America or the Caribbean.
Specific experience:
Minimum 2 projects in implementation of baselines and oceanographic monitoring.
Minimum 2 projects for the design of coastal engineering and erosion control structures with an NBS approach.
Minimum 2 environmental and social impact assessments (EIAs) in coastal or regional tourism infrastructure.
Minimum 3 complex projects of architectural design or rearrangement of public spaces, waterfronts or boardwalks in vulnerable areas.
Presentation and conditions
Documentation: Letter of interest, legal incorporation documents (commercial registry) and a Matrix of Certification of Experience supported by signed certificates from previous clients.
Modality: The process is governed by the Quality and Cost-Based Selection (SBCC) method. Expressions of interest can be submitted both physically at the offices of the Procurement Unit in Santo Domingo, and in digital format via email.
