Description
The Dominican Republic, through the Ministry of Tourism (MITUR), has financing from the Inter-American Development Bank (IDB) for the "Sustainable Coastal Management Project". This call invites eligible consulting firms to submit their expressions of interest for socioeconomic development in coastal communities.
Scope of the consultancy
Main objective: To design and implement in a comprehensive way the Support Program for Sustainable Entrepreneurship and Livelihoods to boost the economic ecosystem of coastal communities and accompany the reconversion of unsustainable activities.
Key components: Socioeconomic diagnosis, market studies, calls and selection of initiatives, preparation of business plans, training, technical assistance, advice for productive endowment and territorial articulation. Nature-based Solutions (NBS), Ecosystem-based Adaptation (EbA), Integrated Coastal Zone Management (ICZM) and blue economy approaches will be incorporated.
Qualification and Experience Requirements
General experience: Minimum ten (10) years of experience in design, planning, coordination and implementation of economic, community, productive or territorial development programs.
Specific experience (eligibility criteria): Demonstrate the satisfactory execution of at least three (3) projects in the last 10 years in entrepreneurship, sustainable livelihoods or business development, covering areas such as incubation/acceleration, socioeconomic diagnoses, mentoring programs, business plans, productive support mechanisms or monitoring.
Additional assessment criteria: In the event of exceeding eight (8) admissible firms, priority will be given to those with accredited experience in strategic sectors, priority audiences and specific cross-cutting approaches.
Selection and conditions
Regulatory framework and method: Selection conducted using the Quality-Based Selection (QB) method under the IDB Consulting Policies, in order to integrate a short list of between five (5) and eight (8) firms.
Modality and presentation: The participation of individual firms or in consortium (APCA) is allowed. Expressions of interest may be delivered electronically.
