The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to execute a comprehensive training program designed to strengthen the human talent of the technology industry in the department of Santander, Colombia. The program must certify at least 150 individuals, combining hard programming skills with high-level management and communication methodologies.

Key points of this consultancy:

1. Structure and modules of the programme
The program has a minimum intensity of 160 hours and is divided into two components that can be taken independently or simultaneously:

Module 1: Technical Competencies in IT (minimum 80 hours): Focused on programming logic, languages (Python or JavaScript), version control (Git/GitHub), databases (SQL), testing, data analysis (Pandas) and API deployment. The integration of applied AI tools (coding co-pilots) is expected.

Module 2-a: Agile frameworks: Scrum and Kanban implementation, flow metrics (lead time), team governance and product lifecycle (Discovery-delivery).

Module 2-b: Strategic Communication: Technical storytelling, product demonstration, data visualization, pitch and Q&A management, and emotional intelligence in high-pressure environments.

2. Training methodology and modalities
The consulting firm must guarantee practical and collaborative learning:

Technical Module: Synchronous remote modality with methodologies such as daily kata, code review sessions and a final project type API or dashboard.

Management and Communication Modules: Hybrid modality, integrating face-to-face public speaking sessions and virtual dynamics with digital boards.

Tracking: Using baseline surveys and exit surveys to measure knowledge acquisition and student satisfaction.

3. Implementation phases and goals
Structuring and Dissemination: Design of the curriculum and execution of an advertising campaign to attract qualified applicants.

Selection: Verification of admission requirements and validation of candidates with the IDB.

Certification: Successful training is considered only if the student receives the certification. The firm must manage the necessary quotas to compensate for the dropout rate and ensure compliance with the goal of 150 certificates.
