Consulting for the design and implementation of the business survey for the bioeconomy (EBB) for the Colombian Amazon

The Inter-American Development Bank (IDB) is looking to hire a consulting firm to design and execute the first statistical baseline of the bioeconomy sector in Colombia, with a special focus on the Amazon region. The project must rigorously follow the Generic Model of the Statistical Process (GSBPM) and the technical standards of DANE, ensuring that the information is comparable and of high quality for the formulation of public policies.

Key points of this consultancy:

1. Methodological framework and design (Phases 1 and 2 GSBPM)
The firm will have to carry out a detection of information needs with key actors in the ecosystem. This includes:

Definition of variables: Identification of strategic indicators on innovation capabilities, sustainable products and market barriers.

Institutional Articulation: Alignment with the National Statistical System (SEN) and use of DANE administrative records for the construction of the sampling frame.

Regional Focus: Ensure that the instrument captures the operational and economic particularities of companies in the Colombian Amazon.

2. Implementation and field operation (Phases 3 and 4 GSBPM)
The consultant must propose and justify the collection methodology (face-to-face, virtual or mixed), considering the connectivity challenges in remote areas.

Sampling: Definition of a representative sample classified by economic activity (ISIC), company size and location.

Training: Training of enumerators in ethical protocols, rejection management and quality control.

Execution: Data collection with biweekly monitoring of response rates and coverage by strata.

3. Processing, analysis and results (Phases 5 to 8 GSBPM)
Data cleansing: Application of specialized software for validation, imputation and cleaning of inconsistencies.

Comparative Analysis: Preparation of a specific report for the Amazon, comparing its performance with the national average and other territories of interest.

Sustainability: Delivery of a technical report with recommendations so that this statistical operation is periodic, institutionalized and replicable in the future.

Collection instrument validated and approved by the IDB.

Cleaned and anonymized database.

Final report of results and key indicators of the bioeconomy.
