Description

The Inter-American Development Bank (IDB) is seeking to hire a consulting firm to carry out the socioeconomic and technical evaluation of the Bus Rapid Transit (BRT) project in the city of Montevideo. The study aims to provide critical inputs for decision-making on the physical, operational and financial viability characteristics of this mass transit system.

Key points of this consultancy:

1. Demand and Scenario Modeling
The firm will have to adjust existing transport models to represent current and future mobility conditions in Montevideo. This includes:

Study area: A radius of approximately 30 km from the city center, covering the metropolitan area.

Time horizons: Estimation of demand for different periods of the project's useful life, considering competition with other modes of transport.

2. Economic evaluation and analysis of alternatives
Cost-Benefit: Estimation of socio-economic benefits (travel time savings, emission reduction, road safety) versus investment and operating costs.

Optimization: Identification of physical and operational alternatives to the preliminary design of the BRT to maximize its performance.

Complementary measures: Analysis of interventions in road infrastructure and traffic management that enhance the impact of the BRT corridor.

3. Technical recommendation and decision-making
The final product will be a data-backed technical recommendation that identifies the most convenient alternative to implement. The consultant may propose the collection of primary information (traffic surveys) if technically justified to reduce uncertainty in the simulation models.
