Expansion and strengthening of the capacities of the institutional vehicles responsible for public-private initiatives in Cajamarca

The Inter-American Development Bank (IDB) is seeking to hire a consultancy to strengthen the technical capacity of the Regional Government (GORE) of Cajamarca in the identification, structuring and execution of public investments. The central focus of the project is to close gaps in water resources, ranging from water storage and management to strategic hydraulic infrastructure.

Key points of this consultancy:

1. Strategic management of the water portfolio
The firm will be responsible for prioritizing and structuring a portfolio of water investment projects, developing operational roadmaps to reduce bottlenecks and execution risks. A technical support scheme will be implemented for the GORE investment team, ensuring the control of milestones and the activation of timely corrective actions.

2. Multi-stakeholder governance and validation
Regional Articulation: Strengthening of existing technical spaces for integrated water management, promoting territorial alignment and sustainability.

Transparency: Design of citizen monitoring mechanisms and communication strategies to make the progress of the prioritized portfolio transparent and strengthen accountability.

Governance Agreements: Implementation of a citizen accompaniment strategy linked to regional development agreements.

3. Skills and knowledge transfer
The project includes a robust investment management knowledge transfer program for local officials. In addition, the lessons learned will be systematized to create dissemination materials that allow the replicability and scalability of this water management model at the national level.
