Description
The Plurinational State of Bolivia has received financing from the Inter-American Development Bank (IDB) for the Program to Improve Accessibility to Maternal and Neonatal Health Services in Bolivia (Loan Agreement IDB-4612/BL-BO). This call for International Public Bidding (IPL), executed by the Ministry of Health, invites eligible bidders to submit proposals for the development and deployment of a unified digital platform for the health sector.
Scope of the offer
- Technological development: Design, development and comprehensive implementation of a high-availability Integrated Clinical Management System.
- Software architecture: Structuring and deployment of the system based exclusively on free and open source software computer solutions.
- Objective of the programme: To modernise the management of clinical and healthcare data, promoting interoperability within the public network to improve maternal and neonatal care.
Qualification requirements and assessment points
- General experience: Accreditation of a minimum of five (5) years of experience in the execution of computer systems contracts, either as a main supplier, managing contractor, member of an APCA or subcontractor.
- Specific experience in similar contracts: Demonstrate participation in at least two (2) contracts executed and concluded in the last five (5) years that are similar in nature and complexity, each with a minimum value of USD 500,000.00.
- Experience in hospital networks: Certification of at least one (1) contract executed in the last seven (7) years that validates the ability to implement clinical information systems at network scale, with real interoperability and operation in a productive environment.
- Technical resilience in low connectivity: Present the detailed architectural description of a previously implemented solution that has guaranteed operational continuity under intermittent connectivity. At least one offline operational component, data synchronization/conflict resolution strategy, or security controls for local transmission must be accredited.
- Margin of preference: For this tender, a Margin of Preference will be granted in favor of national contractors or APCAs.
- Guarantee of seriousness: All proposals submitted must include a Declaration of Maintenance of the Offer.
