Description

The Inter-American Development Bank (IDB) is calling on specialized consulting firms to support the design and structuring of sustainable financing solutions for the transport sector in Brazil and Ecuador. The consultancy seeks to develop advanced financial models and assess the legal and economic viability of infrastructure funds to optimize regional climate investment.

1. Component 1 — Green financing in Brazil
- Modeling of pilot projects: Selection and financial structuring of two transport projects located in the Northeast, Central-West and/or North regions of Brazil, covering any modality (road, rail, BRT, port or waterway).

- Sustainable Revenues and Bonds: Incorporate the impact of green bond issuance under ICMA's Green Bond Principles into financial projections and evaluate the monetization of carbon credits within cash flow.

- Sensitivity analysis: Compare mitigation scenarios with and without green financing to identify critical risk factors and determine the reduction in the cost of capital.

2. Component 2 — Sustainability of the Ecuador Road Fund
- Tax modeling and electromobility: Project the potential collection of a fuel consumption tax under different tariff scenarios, incorporating variables of elasticity of demand and the advance of electromobility penetration.

- Legal and constitutional analysis: Evaluate the legal viability of the fund in the face of constitutional restrictions on pre-allocations in Ecuador, benchmarking with references in the region.

- Institutional multi-criteria matrix: Design a technical matrix to recommend to the Ministry of Transportation (MIT) the best structural alternative among three options: Second Generation Road Fund, Infrastructure Fund or Contingency Fund.

- Climate risk mitigation: Identify alternative mechanisms to complement tax revenues with sustainable financing instruments aimed at managing climate emergencies in the road network.

3. Integrator component and roadmap
- IDB Group Solutions Mapping: Classify the financial instruments available in the IDB capital market and portfolio, identifying specific blended finance and climate fund opportunities.

- Long-term national strategy: Develop an integrative report and roadmap with sequential milestones and operational next steps to scale up sustainable transport finance in both countries.
