Consulting for the review of the design of the Immediate Transition to Higher Education (PTIES) program, including the identification of lessons learned and the formulation of recommendations for improvement.

Description

The Republic of Colombia, through the Ministry of National Education, has requested financing from the Inter-American Development Bank (IDB) for the "Program to Improve Access to and Graduation in Higher Education". Part of these funds will be allocated to a technical consultancy focused on optimizing the transition of high school students to higher education.

The objective of this consultancy is to carry out a technical and comprehensive review of the design and implementation of the Immediate Transition to Higher Education Program (PTIES). This study will serve as a fundamental input to strengthen the program's strategy for the 2027 term, ensuring the effective incorporation of approaches of territorial, cultural and gender relevance.

The scope of the consultancy includes:

Methodological review: Analysis of the technical design, axes, assumptions, operational instruments and socialization strategies.

Systematization of information: Survey and analysis of data generated in the previous implementation in prioritized municipalities.

Stakeholder consultation: Compilation of inputs from beneficiaries, families, the educational community, and higher education institutions (HEIs).

Improvement strategy: Identification of gaps and lessons learned to formulate technical and operational recommendations.

To make up the short list (5 to 8 firms), interested consultants must demonstrate:

General experience: Minimum three (3) years in design, execution or evaluation of social or educational projects.

Specific experience: Interventions in higher education, transition programs, educational access or permanence with a territorial approach.

Track record in the public sector: At least one of the related contracts must have been executed with the public sector for a minimum amount of 106 SMMLV.
