Digital regulatory mechanisms in the science, technology and innovation system

Description

The Argentine Republic has requested financing from the Inter-American Development Bank (IDB) for the Knowledge Economy Export Support Program and intends to use part of the funds for the contracting of strategic consulting services.

The National Agency for the Promotion of Research, Technological Development and Innovation is looking for a firm to develop a regulatory sandbox based on artificial intelligence. The objective is to analyze and streamline the formulation of policies to encourage innovation, facilitating the linkage between the public, private and scientific sectors under an adaptable environment.

Consulting services include:

- AI development: Implementation of Explainable Artificial Intelligence (XAI) for scenario simulation and impact analysis.

- Regulatory Sandbox: Design of experimentation spaces to optimize technological incentive policies.

- Methodologies: Application of AGILE methodologies and methodological developments for knowledge transfer.

- Liaison: Organization of workshops and institutional presentations to strengthen the scientific-technological ecosystem.

To make up the short list (5 to 8 firms), those interested must prove a minimum of 5 years of seniority and a track record of at least 5 projects in advanced technological integration, scenario simulation and sandbox management. In addition, it is mandatory to have current certifications such as ISO 9001, ISO 27001 or ITIL. Firms can partner in Joint Ventures to improve their ratings.
