Description
The Inter-American Development Bank (IDB) is calling on specialized consulting firms to design and structure a multisectoral and trinational investment plan in the Trifinio region. The objective is to identify and classify strategic infrastructure works under a climate resilience approach that promotes cross-border economic growth, regional integration and sustainable tourism development.
1. Analytical review and territorial diagnosis
- Systematization of background: Review the sectoral plans and project files of the Participatory Master Plan for the Trifinio region (approved in May 2022) to unify the goals and works prioritized by the three countries of the bloc.
- Data management: Identify gaps in technical information and implement a roadmap for the collection of missing data through primary and secondary sources.
- Identification of critical areas: Develop a detailed geospatial and multi-criteria analysis to locate "hot-spots" or geographical areas with high levels of climate vulnerability and severe infrastructure deficits.
- Evaluation of existing infrastructure: Characterize the physical condition, level of innovation, operational capacity, and maintenance (O&M) schemes of current systems through interviews with key stakeholders in the territory.
2. Multisectoral infrastructure and investment horizons
- Strategic sectors: Structure viable technical proposals focused on drinking water and sanitation (AY), energy solutions, transport networks, conservation of critical ecosystems and the productive transformation of value chains.
- Temporal planning of the portfolio: Chronologically classify the identified projects into three clear execution horizons:
Short term: 5 years.
Medium term: 6 to 10 years.
Long term: 10 years and older.
- Viability filters: Evaluate each infrastructure initiative considering its economic and financial profitability, its social sustainability and its capacity for resilience in the face of environmental risks in the environment.
3. Institutional prioritization and trinational governance
- Shortlist Design: Define and apply technical prioritization criteria in conjunction with the government agencies active in investment management of the three countries to consolidate a portfolio of key projects.
- Consultative workshops: Organize and lead consultation spaces with the relevant political bodies in the Trifinio region to validate the contents of the investment plan and receive direct feedback.
- Consensus and traceability: Prepare a technical systematization document that formally documents the adjustments made, the observations of the countries and the political consensus reached.
