Description

The Inter-American Development Bank (IDB) is seeking to hire a consultancy to develop and implement a geospatial methodology that assesses investment gaps in urban infrastructure in Panama City. The aim is to integrate these functionalities into the REACT tool to facilitate evidence-based decision-making on priority investments in key sectors.

Some of the key takeaways from this consultancy include:

1. Assessment of sectoral gaps
The firm will apply the methodology of the Inter-American Development Bank (IDB) to estimate local investment needs in energy, water management and public transport, aligned with the Sustainable Development Goals (SDGs). Data from the national census, household surveys and sectoral registers will be used to quantify the capital needed at the municipal level.

2. Geospatial disaggregation model
Spatial analysis: Design of a methodological framework to extend the evaluation to the township level, defining service goals and accessibility thresholds.

Data pipeline: Development of costing models with localized unit values and processing of georeferenced databases from official sources and open data (OSM).

Visualization: Generation of coverage maps, accessibility heat maps, and infographics that spatially identify investment needs.

3. REACT Integration and Training
The consultant will be responsible for integrating these new capabilities into the REACT web platform. In addition, it must prepare detailed user guides and conduct technical training workshops for the staff of the Inter-American Development Bank (IDB) and national counterparts, ensuring the replicability and sustainability of the model.
