Construction of sustainable social housing

Description

Paraguay, through the Ministry of Public Works and Communications (MOPC), has financing from the Inter-American Development Bank (IDB) for the "Rehabilitation and Housing Program of the Bañado Sur in Asunción (Barrio Tacumbú)". This call for International Public Bidding (IPL) aims to execute a comprehensive plan for sustainable housing solutions in the city of Asunción.

Scope of the offer
Distribution by lots: The project is divided into nine (9) differentiated construction lots with variable execution times according to their complexity:

Lots 1, 2 and 3: Construction of 120 single-family homes (models T1, T2 and T3) for each lot. (Term: 12 months each).

Lots 4 and 5: Construction of 231 single-family homes (models T1, T2 and T3) for each lot. (Term: 14 months each).

Lot 6: Construction of 230 single-family homes (models T1, T2 and T3). (Term: 14 months).

Lots 7 and 8: Construction of 10 multi-family buildings (T4 model) for each lot. (Term: 15 months each).

Lot 9: Construction of 8 multi-family buildings (T4 model). (Term: 15 months).

Presentation modality: Bidders' proposals must be submitted in a sealed envelope in a strictly physical form at the MOPC's Single Entry Desk. Bids through electronic channels will not be allowed and late deliveries will be automatically rejected.

Qualification Requirements and Conditions
Access to documentation: The physical delivery or sending of the specifications by the buyer will not be applied. Interested companies must manage and download the Terms and Conditions, technical plans and forms autonomously from the official portal of the National Directorate of Public Procurement (DNCP).

Evaluation of requirements: The eligibility criteria cover the technical-constructive capacities, legal compliance and financial solvency described in detail in the addenda and bases of the call.

Guarantee of seriousness: Each economic application that is submitted to participate in the process must be accompanied by a Guarantee of Maintenance of the Offer for a fixed amount of PYG 1,668,252,625.00.
