Description

The Commonwealth of The Bahamas has received financing from the Inter-American Development Bank (IDB) to support the project Reconstruction with resilience in the energy sector in The Bahamas. The Ministry of Energy and Transport, acting as the executing agency, is seeking specialized firms to implement renewable energy solutions across four key communities in East Grand Bahama.

This procurement aims to provide a complete turnkey EPC (Engineering, Procurement, and Construction) solution, including training and Operations & Maintenance (O&M) support. The project will deploy distributed renewable microgrids to significantly improve energy resilience in Free Town, McLean’s Town, Sweeting’s Cay, and Water Cay. The estimated construction and commissioning period is 18 months.

The scope of work for this turnkey solution includes:

- Engineering and design: Development of comprehensive technical plans for distributed renewable energy systems tailored to each community's needs.

- Procurement and installation: Supply and physical setup of solar PV arrays, energy storage systems, and advanced microgrid controllers.

- Resilience and stability: Integration of smart grid technologies to ensure continuous power supply during and after extreme weather events.

- Capacity building: Provision of specialized training for local personnel and ongoing O&M support to ensure long-term system sustainability.

The selection will follow a National Competitive Bidding (NCB) process. To qualify, bidders must demonstrate:

- Technical track record: Experience with at least two (2) similar projects between 2015 and 2025, each with a minimum value of USD 1,000,000.

- Financial standing: Access to liquid assets or credit facilities of at least USD 60,000, net of other contractual commitments.

- Expert personnel: A team of key technical staff with the specific qualifications required for renewable microgrid implementation.

- Security: All bids must include a Bid security declaration.
