Design, supply of instrumentation and commissioning of SCADA system for ANDA

Description

El Salvador, through the National Administration of Aqueducts and Sewers (ANDA), has financing from the Inter-American Development Bank (IDB) for the "Program for the Strengthening of the Water and Sanitation Sector in El Salvador". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the implementation of the institutional SCADA system.

Project Scope
Main objective: Design, supply of instrumentation, installation and commissioning of the SCADA system for ANDA's operational infrastructure.

Lead Time: Estimated twelve (12) month period to complete the plant and installation services.

Qualification Requirements and Conditions
Regulatory framework and method: International Public Bidding (IPL) conducted in accordance with the IDB's Policies for the Acquisition of Works and Goods, aimed at selecting the Most Advantageous Bid (substantial compliance and lowest cost evaluated).

Firm Assessment: Verification of eligibility, contractual compliance history, financial capacity (average annual turnover), general and specific experience, and profile of the representative and key personnel.

Margin of preference: Margin of preference will be granted to national contractors or consortia (APCA).

Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.

Management and submission of bids
Access to the rules: The specifications in Spanish are available on the COMPRASAL platform, the ANDA institutional portal, official social networks and the IDB's project procurement website.

Delivery modality: Physical presentation of proposals in a sealed envelope at the headquarters of the ANDA UEP in Colonia San Benito, San Salvador (without electronic reception), with a public opening ceremony in person or online.
