Development and updating of the web portal and a means of communication for WhatsApp for the Tax Administrator of Entre Ríos

The Argentine Republic, through the Ministry of Economy, has requested financing from the Inter-American Development Bank (IDB) for the Program of Support for the Integrated Management of Public Expenditure. This call seeks to hire consulting services to transform the digital interaction of the Tax Administrator of Entre Ríos (ATER).

The project aims to centralize procedures and services on a modern and responsive platform, adding an official WhatsApp channel to facilitate tax compliance and improve direct communication with the taxpayer.

Scope of consultancy:

- Digital Ecosystem: Design and development of a new user-oriented web portal, with responsive capacity for all devices.

- Integration of Procedures: Unification of all tax services and administrative procedures in the new interface.

- WhatsApp channel: Implementation of an official means of communication via WhatsApp for assistance and consultations.

- Implementation: Implementation of the system ensuring stability and correct migration of functions.

Qualification Requirements:

- Technical Experience: List of similar works in complexity executed in the last 7 years, duly certified.

- Work Team: Identification of key personnel, including project manager and specialists.

- Legal Documentation: Accreditation of nationality, registration in ARCA (formerly AFIP), constitutive contract and current powers of attorney.

- Associations: Submission is allowed in a temporary union or consortium (Joint Venture), providing proof of intention to conform.

- Presentation: The expression of interest must be sent in a single PDF file (maximum 20 MB) signed and written in Spanish.
