Description
Ecuador, through the State Bank (Banco de Desarrollo del Ecuador B.P.), has financing from the Inter-American Development Bank (IDB) for the "PROVIAL 2 Rural Roads Program". This call invites eligible consulting firms to submit their expressions of interest.
Scope of the consultancy
Main objective: To strengthen the technical and operational capacities of the public servants of the Provincial Decentralized Autonomous Governments (GADP) and the BDE B.P. in the planning, management, maintenance and evaluation of the provincial road network.
Service components: Instructional design, development of digital content, development of audiovisual material, study guides for practical cases and implementation of the program under a virtual MOOC (self-managed learning) modality.
Main thematic axes:
Planning and management of the provincial road network.
Management and evaluation of road infrastructure.
Conservation and management of road assets.
Innovation, digital transformation and practical application of the HDM-4 tool.
Technological platform: Deployment and integration of the course into the BDE B.P. e-learning platform (based on Moodle).
Qualification and Experience Requirements
Signature Experience: Demonstrate track record in the design, development, and implementation of virtual training programs in the last 15 years.
Assessment criteria: Previous experience in virtual programs under MOOC modality taught for public or private institutions in public service infrastructure sectors (transport, energy, water and sanitation) will be preferred.
Selection and conditions
Regulatory framework: The process will be conducted in accordance with the IDB's Consulting Policies to form a short list made up of a minimum of 5 and a maximum of 8 eligible firms.
Partnerships and modality: Firms may associate in Joint Ventures or include sub-consultants to strengthen their qualifications. The submission of expressions of interest by electronic means is authorized.
