Description
The Inter-American Development Bank (IDB) is seeking a consulting firm to support the Caribbean private sector through the development of up to 10 market-driven Cluster Development Plans (CDPs). This initiative aims to enhance the competitiveness of regional value chains in the OECS, Belize, and other CC+ countries by embedding green innovation, climate resilience, and social inclusion into their core business strategies.
1. Strategy and business case development
The firm will be responsible for transforming shortlisted value chains into sustainable, competitive clusters:
Strategic visioning: Collaborating with firms, government agencies, and academic institutions to define a common vision and a compelling value proposition for targeted markets.
Climate mainstreaming: Identifying green technologies and business models to increase resource efficiency and strengthen supply chains against climate-related risks.
Inclusive growth: Ensuring that strategies specifically address gender equality and create meaningful opportunities for women-owned firms (WOFs) and underrepresented groups.
2. Stakeholder engagement and coaching
To ensure the long-term viability of the clusters, the consultancy focuses on consensus and capacity building:
Technical advisory: Providing coaching to stakeholders to help them converge around a shared development agenda and innovative growth strategies.
On-the-ground consultations: Facilitating in-country missions to reach final consensus on activities, roles, and responsibilities within the CDP.
Knowledge dissemination: Sharing best practices on cluster methodology and supporting the use of the Caribbean Clustering Toolkit across the region.
3. Monitoring and implementation framework
The final deliverables will be implementation-ready packages designed for institutional funding:
Detailed planning: Elaborating CDPs that include comprehensive budgets, funding sources, procurement plans, and specific timelines.
M&E systems: Designing monitoring and evaluation frameworks with quantitative and qualitative indicators for job creation, export growth, and technology adoption.
Submission: Preparing finalized project documents in the IDB Technical Cooperation format to facilitate the transition from planning to active investment.
