LThe Republic of Paraguay has received financing from the Inter-American Development Bank (IDB) within the framework of the Digital Agenda Support Program and will allocate part of these funds to the procurement of works and associated goods.
The works consist of the design, supply, construction, commissioning, operation and maintenance of a prefabricated walk-in modular data center, delivered under turnkey mode and with the sole responsibility of the contractor. The solution must have the Tier III Certification of the Uptime Institute in both design (Design Documents) and construction (Tier Certification of Constructed Facility). Estimated construction time: 9 months.
The Ministry of Information and Communication Technologies invites eligible bidders to submit bids in a sealed envelope through International Public Bidding (IPL), in accordance with the Policies for the Acquisition of Works and Goods financed by the IDB (current edition). Open to bidders from eligible countries according to the documents.
Main qualification requirements:
- Legal capacity and regular constitution (includes consortia with joint and several liability).
Average annual turnover ≥ USD 10 million (last 5 years) and working capital ≥ USD 10 million.
- Proven experience in designing and building data centers or critical technology infrastructure over the past 10 years.
- Ability to obtain and submit Tier III Certification from the Uptime Institute (design and construction).
- Not be disqualified by the IDB or have conflicts of interest.
