The Inter-American Development Bank (IDB) intends to contract consulting services to develop an anti-xenophobia strategy in Quito - Ecuador
The consulting services ("the Services") include first producing a comparative document that identifies national and regional campaigns, initiatives, actions and programs against xenophobia towards migrants that have been implemented in the countries of Latin America and the Caribbean and implementing the exchange of best practices between these actors. Analyze the approaches of different countries on the subject to develop a unified approach, considering gender disparities.
Second, develop a region-wide gender-aware anti-xenophobia toolkit for organizing participatory and outreach national campaigns. The main objective of this component is to find and develop tools and resources that can be presented in various creative ways and generate messages through traditional and non-traditional media. The tools and resources will be built through a participatory process involving key local stakeholders and including information on the root causes of negative perceptions. Also, the toolkit, with a particular focus on women and LGBTQ populations. To do this, the firm will draw on campaigning tools and resources, including innovative methodologies to understand what would work in the context of each country. The consulting firm should remember that the toolkit will be used by communicators in all government agencies.
The estimated period for carrying out this service is nine months, and it should be completed by the end of February 2024.
