Description

Selection and Contracting of a Consultancy Firm to provide consultancy services for: "Establishing a Data Governance Strategy and Framework".

 

This objective will be achieved through the following specific objectives:

 

i. modernising access to a set of strategic procedures for businesses and citizens.

ii. facilitating access to public services for citizens with the greatest social needs

iii. strengthen the AIG and other government entities with responsibilities for e-government and streamlining procedures.

 

The overall objective of the consultancy is:

 

The procurement of a provider with market expertise in data governance, management and analytics is required to support the AIG in structuring and implementing the first phase of a data-driven public sector, establishing a data governance strategy and framework.

 

The specific objectives of the consultancy are:

 

1. To plan, define, design and develop a data governance strategy based on the strategic direction of the institution in order to implement policies and rules that control, protect, provision and drive the data held in the AIG.

2. Generate a baseline Data Governance Framework based on the experiences gained during the project, as set out in the data governance strategy.

3. Implement a data governance strategy in the AIG, as well as a Data Governance Framework.

4. Procure or Develop, and Implement a Master Data Management (MDM), Security, Metadata and Data Quality solution for a minimum of four (4) applications hosted in the AIG.

5. Analysis, definition and design of processes that leverage the proper implementation of the Master Data Management solution, establishing data consistency, applying rules and standards that prevent incorrect data.

6. Define the master data of what is managed in the institution, where at least four (4) applications will be presented.

7. Train key AIG staff on data governance, its relevance to the institution and the government, elements that make up a data governance programme (organisation, technology, policies).
