Specialist for the formulation of specific regulations on Enabling Titles.

The consultancy services ("the services") comprise the following scopes:

1. To develop a proposal for Specific Regulations on Enabling Titles, in order to have the regulatory legal instrument that allows and facilitates the agile management, issuance and administration of the enabling titles issued to applicants, for the provision of services, operation of facilities and networks, and for the use of public telecommunications resources, under a multiservice or unified services approach.

2. Carry out a comparison of the international legal framework for licenses in the context of convergent multi-service or unified services markets, taking as a reference at least five countries, preferably with telecommunications markets similar to the Nicaraguan one, to be approved by TELCOR.

3. Draft a proposal for specific regulations on licenses for the provision of public telecommunications services, which also includes the necessary administrative procedures.

4. Conduct working sessions with TELCOR's counterpart team to present and discuss the proposed regulations.

5. Prepare and present a matrix comparing the current legislation on Enabling Titles with the proposal contained in the specific regulations developed in this consultancy. This presentation must be made in person to the team designated by the contractor, as well as to its superior authorities; the parties may agree on other means for the fulfilment of this activity.

6. Present an executive report of the results, methodology, analysis, conclusions and general recommendations of the work carried out. Likewise, a general presentation of all the aspects addressed in this consultancy must be made to the team designated by the contractor.

Interested consultants must send their updated CV and information that emphasises, through their experience and work carried out in the field of consultancy, that they are qualified to perform the services required, in accordance with the following minimum profile: i. University level degree preferably in a discipline related to: Law, Economics or Industrial Engineering and in general to the field of Telecommunications. ii. At least eight (08) years of experience after obtaining their university degree. iii. The consultant must be fluent in Spanish. iv. Specific Experience: At least five (5) years of experience in consultancy or work related to the regulation of Public Services, or in the Telecommunications sector; for consultancy firms, sector operators, regulatory bodies, administrative entities or State ministries or organisations linked to the sector. v. At least two (2) works or consultancies in the last five (5) years, developing laws, regulations or standards and procedures on Enabling Titles issues.
