Design and implement the Management Information Analysis and Management System of the Republic of Colombia Presidency

Description

1. Understand the Management and Compliance Model (MGC) designed by the Department of Management and Compliance - CGC and the zero-level system architecture.
2. Carry out the general design of the Management Information Analysis and Management System of the Republic Presidency based on the proposed zero-level architecture
3. Carry out the cost-benefit analysis and recommendation of the platform to operate the system (on-premise, cloud, hybrid), considering the platform of the Administrative Department of the Presidency of the Republic - DAPRE, which is based on Microsoft software. For the analysis and recommendation, the use of free and open source software should also be considered, in accordance with the guidelines of the Ministry of Information Technology and Communications - MinTIC.
4. Develop a functional control panel pilot for monitoring government priorities of the Republic Presidency.
5. Design and implement a component of information sources that allows integration and interoperability with the government systems of the entities involved in the management of government priorities.
6. Design and implement dashboards and tools for visualization and analysis of descriptive and prospective information, which facilitate both monitoring of government priorities and decision-making and preventive, reactive and prospective government action.
7. Design and implement a georeferenced information visualization tool that allows targeting interventions and facilitates decision making.
8. Design and implement a technological solution that supports and facilitates the operation of the Compliance Management Model.
9. Conduct training for the personnel of the Ministry, and of the ministries and agencies in charge of executing government priorities, in the use of the information system to ensure its proper operation and appropriation.
10. Define the continuity and sustainability model of the system, including structuring the help desk and costs of the production environment up to 2 years after entry into operation.
