High-level consulting in aspects related to technological processes based on cloud service environments to manage 100% electronic tax verification

Description

The general objective is to contribute to the capacities strengthening of the Colombian tax and customs administration, as well as to the insertion of the country in the international economy, through the promotion and expansion of the electronic invoicing system.

The specific objectives are:

i) to strengthen the DIAN capacity to carry out its tasks of control and  risk management of evasion, avoidance and contraband, and to improve the efficiency, transparency and control in tax and customs operations; and

ii) reduce and optimize the times and costs associated with invoicing for taxpayers, including small and medium-sized enterprises (SMEs, exporters and importers.

To achieve the objectives, the Project will finance two central components, the first, called "Design and implementation of the electronic invoicing technological platform", the purpose is to facilitate the procedures and technology necessary for the timely and complete collection of information relative to the invoicing of the purchase / sale operations, and with it, improve the DIAN's control and supervision capabilities.

The second, called: Design and implementation of a strategic program of massification that allows expanding the use of Electronic Invoicing (FE), whose central objective is to allow entrepreneurs to enter and / or transit the issuance of electronic invoicing, taking advantage of economic, productivity and environmental benefits that it brings.

This component is aimed at increasing in a programmed and controlled manner the number of those obliged to invoice who issue electronic invoices in the fields of national and international trade, taking advantage of the regional integration efforts currently promoted by Colombia with its commercial partners and within which They establish two purposes to fulfill, and the activities to be financed as follows:

- “Preparation of regulatory standards aimed at improving the existing regulatory framework regarding electronic invoicing; (ii) development and commissioning of the procedures for integrating taxpayers into the DIAN billing system ”.

- “For this purpose, the preparation, design and implementation of: (i) the strategy for the massification of electronic invoicing, including the change management strategy; (ii) strategy to massify the electronic export invoice in interoperability with other countries; (iii) socialization and awareness of the benefits of electronic invoicing; and (iv) campaigns and training workshops for taxpayers and (v) the provision of technical assistance to determine the legal framework that allows for the adequate and efficient issuance and circulation of electronic invoices. ”
