Description
Qualification requirements include:
a) Financial capacity:
The financial evaluation of the bidders will be performed by calculating the following indicators, based on the information provided in the offering of General Balance Sheets and Income Statements for the years 2017 to 2018, duly audited by the audit firms and, in the case of offers of foreign suppliers, will be verified according to the legislation of each country, it should also be considered that, for evaluation purposes, the average values of the two years will be calculated.
i. Debt: Total debt on all assets.
ii. Current ratio: Current assets over current liabilities.
iii. Return on investment: net profit on capital.
(b) Experience and technical ability:
At this point, all detailed concepts will be evaluated as "Compliant" or "Not Compliant". In case of non-compliance, the assessment will not be continued.
In the case of a consortium, each of the members of the companies will be evaluated. The corresponding figure for each member will be added to determine if the bidder meets the minimum requirements for compliance qualification.
