Specialized technical consulting services, with a view to preparing a model and implementation plan for a budget for results in the state of Paraná

The State of Paraná has financing from the Inter-American Development Bank (IDB) and proposes to use part of this resource to cover eligible expenses within the scope of the Modernization Project of Fiscal Management of the State of Paraná - PROFISCO IIPR for the contracting of Consultancy.

The Consulting Services referred to in this invitation are intended to:

• Elaboration and implementation of a results-oriented methodology in the State of Paraná, aiming to strengthen results-based management so that the purposes of policies, action plans and government programs are achieved efficiently, effectively and effectively;

The specific objectives of the intended contract are:

• Hire a specialized consultancy to design a model and plan to implement a budget for results in Paraná;
• Train the employees involved in the implementation and execution of the methodology through courses and/or consultations;
• Assist in the search for best practices in the budgetary scope of the national and international spheres, through benchmarking with other states and countries, through visits and participation in forums, symposiums and congresses;
• Deploy and implement a tool for monitoring and evaluating the results and advances achieved;
• Deploy and implement a pilot project in at least one state agency for budget planning in the PPA oriented according to the results of indicators that indicate the effectiveness of the agency's programs; Implement the aforementioned pilot project in the preparation of the LDO and LOA;
• and Gradually expand the project to fully apply the methodology to all government agencies and programs.
