Services of a Consulting firm, which will perform within the attributions and obligations of the Engineer, according to the provisions for Project Contracts and Works "Yellow Book", version 2017 - FIDIC.

Consulting services comprise the following specific objectives:

1. The Consulting firm will supervise the design and construction processes, in their different specialties, during the development of the project, including the commissioning of all the works contracted for the execution of the Specialized External Consultation Building and Day Hospital of the National Rosales Hospital.
2. The Consulting firm must verify and maintain permanent control of deadlines, contracted quantities and current work program, to ensure that all contracted works are developed in accordance with the contractual documents, as well as all the responsibilities granted to the Engineer are fulfilled, in accordance with as indicated in the “Yellow Book” version 2017 -FIDIC.
3. The Consulting firm will supervise the works and pre-installation works and special installations necessary for the supply, assembly, testing and commissioning of the assigned equipment-furniture.
4. Obtain the works built according to what is indicated in the contractual documents with the projected quality until their final reception and commissioning.
5. Maintain permanent control of the deadlines and current work program, to ensure that the works are executed in the terms agreed in the contractual documents.
6. Check and certify that the works comply with the standards established in the Contract documents, which ensure the correct operation, supply, assembly, installation, testing and commissioning of equipment, in accordance with the established technical specifications.

The evaluation criteria are based on the general and specific experience of the company, as indicated below:

1. General Experience

• Contracts for the supervision of similar works, such as Hotels, General Buildings, Administrative Offices, residential towers or commercial premises of more than two levels, which have been satisfactorily completed, or if the projects are in execution, have substantial progress (70% ), projects executed during the last twenty (20) years.

2.  Specific Experience

• Experience in supervision of health facility projects, preferably hospital type (second or third level of care), with at least 100 hospital beds, projects executed during the last twenty (20) years.
• Experience in the execution of works contracts, under the different FIDIC modalities, preferably for Project and Work, (Yellow Book version 2017).

This information must be delivered according to the following detail: 1) Project Name; 2) Description of the Project (indicate if it was executed under the FIDIC modality); 3) Project location; 4) m2 of the project; 5) Amount of the project and 6) Period of execution of the same.

Consultants may partner with other firms in the form of a joint venture or subcontractors in order to improve their qualifications. For the purposes of establishing the short list, the nationality of the firm will be that of the country in which it is legally constituted or incorporated and in the case of a joint venture, it will be the nationality of the firm designated as representative.
