Consultancy for the design, development and implementation of native mobile apps for self-management in terms of comprehensive identification of taxpayers

The Government of the Republic of El Salvador has received financing from the Inter-American Development Bank for the “Program to Strengthen the Tax Administration”, and it is proposed to use part of the funds for consulting services contracts.

The consulting services (“the services”) include: The services of a consulting company that will design, develop and implement native mobile Apps (Android and IOS), with their different components and complementary systems, that serve for self-management in matter of comprehensive identification of taxpayers. Companies must have experience of at least 4 years in the design and development of corporate software solutions or highly transactional solutions for the public sector, including application server configurations and the application of good practices to ensure the privacy and security of information.

The Ministry of Finance, through the Program Coordinating Unit, invites eligible consulting firms to express their interest in providing the requested services. Interested consultants must provide information indicating that they are qualified and have relevant experience to perform the services (brochures, description of similar services, experience in identical conditions, similar organizational capabilities, among others).

The consultants will be selected in accordance with the procedures indicated in the Policies for the Selection and Hiring of Consultants financed by the Inter-American Development Bank GN2350-15, and all eligible bidders from countries of origin may participate in it, as specified in said policies. They may be associated with other firms in the form of a joint venture or subcontractors in order to improve their qualifications. For the purposes of establishing the Short List, the nationality of the firm will be that of the country in which it is legally constituted or incorporated and in the case of a joint venture, it will be the nationality of the firm designated as representative.
