Urban expansion in Peru has been characterized by informal access to land and progressive self-construction, leading to inadequate, poorly located housing with high levels of risk. To address this challenge, the IDB carried out a comprehensive analysis of the housing value chain in the country, together with key stakeholders from the sector.
The study identifies critical links with potential for improvement and proposes structural reforms to regulatory, institutional, and financing frameworks, incorporating sustainability, gender equity, and diversity approaches.
