In recent decades, Peruvian cities have grown rapidly and in a disorganized manner, driven by informal land and housing markets. This model has led to fragmented urban development, low quality of life, and a high housing deficit. Although the country has active housing policies and programs—such as Techo Propio and the Nuevo Crédito MiVivienda—bottlenecks persist that limit their effectiveness. To address these issues, the IDB and the Ministry of Housing conducted an in-depth study of the housing value chain, combining regulatory and quantitative analysis, interviews, and comparative studies. The result is a comprehensive diagnosis and a set of policy recommendations to strengthen the sector and expand access to adequate housing in Peru.
