Description

Ecuador, through the State Bank, has financing from the Inter-American Development Bank (IDB) for the "PROVIAL 2 Rural Roads Program". This call invites eligible consulting firms to submit their expressions of interest.

Scope of the consultancy
Main objective: To update the provincial road inventories and formulate the Georeferenced Provincial Road Plans for the twenty-three (23) provinces of continental Ecuador.

Methodology and sources: Integration and analysis of secondary information (GADP, MIT, CONGOPE, PROVIAL I), remote sensing techniques and surveys of primary information in the field (traffic gauging and characterization of pavements, bridges and drains) in the event of inconsistencies or data gaps.

Expected Outputs: Generation of approved and georeferenced road databases, as well as objective methodologies for asset management, prioritization of investments and structuring of multilateral financing schemes.

Qualification and Experience Requirements
Firm Experience: Prove the execution of consulting projects during the last 15 years in one or more of the following areas:

Design of road projects.

Preparation, updating or management of road inventories.

Formulation, updating or implementation of road infrastructure plans or related territorial planning instruments.

Selection and conditions
Regulatory framework: Selection under the IDB's Consulting Policies in order to form a short list made up of a minimum of five (5) and a maximum of eight (8) eligible firms.

Partnerships and modality: Presentation in a Joint Venture or consortium (APCA) is authorized, as well as the subcontracting of specialists. Submissions of expressions of interest by electronic means are permitted.
