Description

The Inter-American Development Bank (IDB) is seeking to hire a specialized consultancy to support the National Land Transport Agency (ANTT) in structuring and monitoring the Infrastructure Sustainability Program (PSI) and monitoring the regulatory sandbox of sustainable logistics corridors. The project focuses on integrating technology and regulation to promote decarbonization and resilience in the transport sector.

Key points of this consultancy:

1. Integrated monitoring system (Component 1)
The consultant will develop a computerized system to evaluate the sustainable performance of highway and railroad concessionaires.

Technology: Database structuring, BI dashboards for ranking and calculation of the Sustainability Development Index (SDI).

Recognition: Creation of an award program and regulatory incentives for companies with best practices in GHG emission reduction and environmental management.

Inspection: Definition of technical criteria for auditing complex requirements, such as risk mapping and climate resilience.

2. Regulatory sandbox and logistics corridors (Component 2)
Technical and legal support in the implementation of experimental regulatory environments (sandboxes) to test innovations in sustainable multimodal logistics.

KPI Modeling: Definition of metrics, parameters and performance targets for logistics corridors.

Technical Monitoring: Monitoring of the quarterly evaluation cycles of the winning sandbox companies, ensuring compliance with the regulatory and contractual framework in force.

Data Intelligence: Development of structured databases to track historical progress toward the corridor's sustainability goals.
